How to overthrow/defeat congress

It is so weird to watch a government that lives in such a short term world.
One of the fundamental concepts in CWE, soon to be republished as how to defeat congress or whatever I decide will be a catchy name is that any law, war, etc should have to pass tests of immediate, short term and long term intelligence.
We are dealing with a very short term analysis congress.  The key is what happens is 5 years and 50 years (and beyond assuming we get there).
Neither side has brought this forward conceptually.  It is all about what issue is important right now.
It is time to get rid of this congress.  This is also not a knee jerk reaction.  Term limits and other reform needs to start right away at the state level, but this will give congress months (if we move at the speed I'd like to see) to react and it needs to be implemented as electoral terms end gradually, maybe even allow incumbents one of these new terms (god forbid we'd allow them to have two more).
