Congress goes mad, starves their own population for no purpose

You may ask how can someone be for benefits and against our current system of entitlements at the same time.
Anyone logical, understands that for moral reasons and for purely logical reasons you don't want the population to starve.  Likewise, for identical reasons you do not want to have a population supported by the government.  Yet our government seeks to do both of these undesirable acts.  It creates a reliant poor maintained without skills at the government expense and then cuts their benefits, essentially starving their families.
There is no "balance" between these two positions, entitlements and hunger.  But balance has nothing to do with it.  That is merely the lazy corrupt, pandering politician's approach to the problem of how to deal with the poor.  It sounds good, the word balance, but it's idiotic in this case.  The solution is not about feeding or not-feeding people.  Instead it is about coming up with policies that pass the test of short term, intermediate term and long term intelligence.
Surprise!  This quote is attributed to the Chinese: "Give a man a fish and he won't starve for a day. Teach a man how to fish and he won't starve for his entire life."
We are dealing with a government that passes laws for two reasons: 1) To pander to get re-elected and 2) to deal with economic panic.  It that how we want to feed our people?

The key is to have goals and test the policies against these goals against various time frames.
Our government, unfortunately, is criminally incompetent.
As you might expect, my goals are to make the country competitive.  That might mean using benefits in order to provide low cost workers to companies that compete with China in key areas while training those receiving the benefits.  It involves providing additional benefits, child care and family planning, during this work and training period.  But w're really talking about two things, one is teaching people to fish, the other is stocking the ponds in the USA, the Chinese long ago, to the detriment of USA manufacturing, figured out that you needed to stock the ponds as well as teaching fishing.  The idiots in congress have yet to see this even as they become increasingly isolated by their need to protect themselves from the crumbling economy which these practices of China have brought about.
