France and the internet/walmart death spiral (but not china)

France is seeking to keep its book stores alive in the face of the internet by forcing pricing to be consistent.  To call this a good idea would be a little too complimentary.  What is good is that it shows that France as a country has become aware of the problem. 
France seems to have missed that the outsourcing of manufacturing and the technology that goes with it which cost them the Concord, the most advanced aircraft for transporting passengers.  It is similar to the USA losing the space shuttle, same cause and effect.
Instead France is focused on the overwhelming effects of over centralization which in turn accelerates the outsourcing of technology.  The problem isn't that they are attempting to resolve a problem, instead the problem is that they are not recognizing the overall issue.  They are not trying to figure out a way to protect their entire manufacturing base, the are not recognizing that they have exported their manufacturing to China, a specific group that has targeted this undertaking as a way of defeating their enemies using techniques that were developed thousands of years ago.
They are not doing anything to make sure that all aspects of their society are decentralized.  France is an excellent example of a country that is small enough to operate without compartmentalization, but large enough to be largely self sufficient.  More importantly, they are a country that has recognized a portion of the problems they face.  They are far from having an overall feel for the problem, but they have recognized that if they don't deal with that then they will lose the color and beauty of their culture.
Congratulations France, welcome to the war.  Now it's time to come up with a more comprehensive solution that can serve as a role for the rest of the west.
