Russia, France vs Jamaica

What's not to like about Jamaica?  I could never be happy there.  These people are happy and accept what they have.  I'm interested in being, happy, maybe never is a long time.  One of the greatest runners of our generation came from Jamaica.  But as a group, I don't see them trying to change the world.
Then there is France that has recognized parts of the problems, but failed to get the entire picture.  While they identified the internet versus local problem, they failed to see how China militarized its economy to take advantage of the problem created by over centralization and the internet.  They are acting, but it is crisis management, not the intelligent development of a comprehensive approach.  The French are capable of experiencing happiness, much like the Jamaicans and they understand that they need to protect it; they just are too optimistic to see the real problem.
Then there are the Russians.  They can't relax.  Their history and their weather didn't leave room for genes to relax (as a country, not as individuals).  They are the front line troops in a shooting war with China, but they have never Weaponized their economy for purposes of economic development.  But they have done it for purposes of fighting a war.  They are probably the ones who would provide the best model for responding to the threats that face us, but their government is too centralized to allow them to react to this subtle type of war.  In this respect, they resemble the United States, where an entrenched, centralized two party system is paralyzed and can only react to emergencies and plans only to deal with a crisis in one time frame.
